General Description: Provide Abuse and Neglect and Financial Exploitation investigation, casework, and follow-up as prescribed by the IDOA for older adults and adults with disabilities.

Reports To: Adult Protective Services Supervisor

Education Requirements:

  • A Masters Degree in health, social services, social work, health care administration, gerontology, criminal justice, public administration; or
  • Must be a RN, or a BSN or a BA/BS degree in health, social sciences, social work, health care administration, gerontology, criminal justice or related field and one year experience in health or human services; or
  • A LPN with two year of program experience in health or human services.
  • This requirement may be waived for persons hired/serving in this capacity prior to rule adoption(IDOA 220.605 a 1-4)
  • Each person employed as an APSCW shall successfully complete all of the following in order to conduct APS Program Services; IDOA sponsored APSCW certification and on-line forms training to be placed on the Department’s temporary registry; and IDOA sponsored Phase II certification training within six months of the APSCW certification, to be placed on the Department’s official registry.
  • Each person employed as an APSCW shall meet the following minimum in-service training requirements: twelve (12) hours of documented in-service training on abuse of older adults and adults with disabilities, rights of older adults and adults with disabilities, self-neglect, or domestic violence subjects within a calendar year.
  • An APSCW must successfully complete eleven (11) hours of qualifying Recertification training every three years. Completion should be documented in the APSCW’s personnel file. Prior to this, the APSCW should be listed on the Department’s Registry file.

Job Duties and Responsibilities:

  • Receive APS report intakes in accordance with the IDOA guidelines.
  • Conduct investigation of APS cases in accordance with the IDOA guidelines.
  • Provide assessment of abuse, neglect, exploitation or self-neglect reports (ANE/SN). Conduct face to face assessments of reported cases, determine substantiated cases, refer substantiated cases for necessary support services, and refer criminal conduct to law enforcement in accordance of IDOA guidelines. Determine the need for Early Intervention Services (EIS).
  • Maintain complete and detailed case notes. This includes documentation of all client contacts, follow-up and of termination of services.
  • Maintain all required department records and complete forms accurately and in a timely manner.
  • Complete APS follow-up casework.
  • Prepare for annual monitoring of case files.
  • Attend appropriate seminars, trainings, and workshops.
  • Attend annual Adult Protective Services Conference.
  • Keep abreast of current information.
  • Work closely with CCP case managers on mutual client cases.
  • Utilize information and assistance function whenever appropriate to link clients to needs, services, and benefits.

Other Job Requirements:

  • Must have personal transportation.
  • Must be willing to travel throughout county area.
  • Must be willing to attend training sessions and meetings where an occasional overnight stay may be required.
  • Willing to enter into potentially uncomfortable physical settings to deal with clients.
  • Participate in Multi-Disciplinary meetings.

  • Detail –oriented, maintains thorough and accurate records.
  • Must be timely with IDOA investigations and reports.
  • Able to deliver uncomfortable information in such a way as to minimize adverse reactions.
  • Must be level-headed, able to act/interact appropriately in emotional situations.
  • Must have knowledge of computer operation and keyboard skills.
  • Must have good oral and writing skills, must be an effective, calm communicator.
  • Must maintain a presence of command, maintain control in difficult situations.
  • Know when to deal with situations directly and when to delay.
  • Ability to avoid antagonizing others during confrontations.
